The athlete, the past champion, had been defeated in his previous six finals, comprising in that event in the past months.
The player's counter-punching approach and frequent reactions on the playing surface had prompted commentators to doubt if his skill to play at the highest level was concluded.
Yet the player has implemented adjustments in the last few weeks, attempting to approach the net and play assertively, reinforced by an enhanced serving game.
Medvedev fought back from a deficit in the initial set against the tricky Frenchman, taking 4 of the final five exchanges to take the lead.
The competitors traded service breaks in the second set before Moutet, attempting for his initial tour victory, seized the initiative to force a final set.
Moutet rescued four initial break points in a tight deciding set before the champion won the break to fifteen to close out the victory.
Suitably, Medvedev clinched the title with a shot at the net, with Moutet unable to handle a shot after a lengthy match.
